[Mar. 9. Lateran. Hearing that shipowners are transporting pilgrims at unsuitable times, so that they are frequently forced to seek refuge in infidel ports and that the pilgrims are enslaved, Pope Gregory IX orders the patriarch of Jerusalem to decree general times for sailing, with the advice of the prelates and other suitable persons in the kingdom of Jerusalem, and to compel shipowners to comply with this.
