July 21. Lyons. Pope Innocent IV writes to the [cardinal-]bishop of Tusculum (Frascati) and papal legate (Eudes de Châteauroux), relating that since, as he has learned, some people of Outremer maliciously have their adversaries in those parts cited to appear in various places by securing papal letters to various judges, in order to exhaust their adversaries with labour and expense and force them to renounce the judicial proceedings, he is ordering the legate to forbid the judges from proceeding on the basis of these malicious citations, unless perhaps the litigation before them has already begun, in which case he is to follow his judgment. He shall use ecclesiastical censure against the disobedient.
