comments: [199] Edbury (‘Law and Custom’, pp. 71-9) and Mayer (UKJ 3:1313-14) believe that the account of this initiative by the king is mythical. But their arguments are circumstantial and it is hard to ignore entirely the evidence provided by Philip of Novara, who claimed (Le Livre, p. 122) to have learnt of 12th-century legislation from those who had actually been involved before 1187, although the details may have been elaborated and exaggerated.
