He specifically mentions the bishop’s ordinary jurisdiction in his diocese and his rights to the appointment to parishes and canonries. He forbids lay or monastic possession of cemeteries or benefices, drawing attention to a challenge to the bishop’s authority from certain monks. He forbids the alienation of goods of the church or the conferment of property, whether a fief [in feudo] or otherwise. He confirms the canonical election of successors to the bishopric.
